By the 1990s, Kathmandu had recognized that air pollution had reached a critical threshold. A fleet of 640 Indian diesel-powered 12-passenger buses known as Vikram Tempos was substantially replaced with the Safa Tempo, a variant devised by a U.S. NGO and powered by lead-acid golf-cart batteries, to replace one of the vehicles most responsible for the problems.

The Environment-friendly Vehicle and Transport Policy (2014) aims to reduce emissions from the transportation sector, increase the share of electric vehicles to 20% by 2020, promote the conversion of other regular vehicles to electric vehicles, and provide a subsidy scheme to promote electric and non-motorized vehicles, among other things.
